About the position. . .

? Responsible for managing residential services for youth with problematic substance use and criminal justice involvement
? Hire, train and supervise multidisciplinary staff team, ensuring service quality and providing clinical supervision
? Provide clinical, policy, technical and practical guidance to staff and family caregivers who support, supervise and assist youth in the community
? Oversee delivery of treatment services within family care homes within the Surrey, BC area
? Plan and manage the provision of residential provincial services, ensuring effective delivery in accordance with service objectives and within approved budget, and oversee the implementation of new services
? Provide effective leadership in addressing problematic substance use, criminal justice involvement and other concerns, including providing the practical assistance required to reduce high-risk behaviours
? Facilitate educational opportunities and provide professional development guidance
? Determine service, resource and operational priorities and requirements within the responsibility area and develop comprehensive plans and strategies to meet identified needs
? Develop funding proposals. Participate in confidential contract negotiations with government and other funders on behalf of the agency.

About you. . .

You have a university degree in a relevant discipline plus at least three years experience supervising staff, providing leadership, and managing community-based programs and services (specifically residential services with youth justice clients); or an equivalent combination of education and experience.

You have sound knowledge of community-based youth justice and residential addiction programs. You are familiar with best practices with respect to providing services to youth with problematic substances and are well versed in harm reduction, the transtheoretical model of change and the biopsychosocial spiritual model of addiction treatment. You have experience with ongoing assessment and coordinating a comprehensive treatment team. You are familiar with child welfare and health systems, other community support services for youth and other related organizations and agencies.

You have a valid B.C. Drivers License and demonstrate excellent communication, facilitation, negotiation, interpersonal, supervisory and leadership skills. You have proven planning, organizational, analytical and administrative skills.

You are able to manage staff and oversee the provision of high quality programs within a dynamic and publicly visible and accountable environment. You can identify and analyze operational needs and develop plans and priorities; you are able to function independently and under pressure and to manage various projects concurrently, including emergency situations. You have a demonstrated history of building effective working relationships with colleagues, persons served, other organizations, and stakeholders.

Other:

This position is excluded from Union membership. A criminal record check and security clearance is required. It is expected that there will be some contact with participants or residents who are violent, exhibit unpredictable behaviour and be under the influence of drugs and/or alcohol. The position works in a stressful environment dealing with participants and/or families in crisis. The ability to function independently and frequently under pressure while managing multiple concurrent activities, including managing emergencies, is an ongoing requirement.
