Urgent Programming Project Lead/Manager permanent (Toronto)

Very urgently and actively looking for Programming Project Lead/Manager who has supervised team of C, Cobol programmer work experience.
This is a permanent postion.
Salary will be around $80 to 100K per year.
Programming Project Lead - (Supervisory/Manager position)
- Manage a dept of FT and contract programmers and composition people
- Programmers Microfocus unix cobol, as well as windows, production support has Windows & Unix
- dialogue composition software
- C, w/ C+ modules as well.
- used to be a programmer would be an asset to verify programmer's work
- 8 FT & fluctuation from 6-10 contractors (4 ctct all year, then Aug-Apr add more, end of year)
- Not IT, application development - service bureau centred, client focused
- Someone who can appreciate the level of importance in the programming because production is 24x7
- Test environment for new releases, change requests.
- SLA's, financial penalties/impacts if code is not correct
- Someone from programming shops that run C, Cobol, etc
- Timeline and deadline driven.
- No programming, overseas the requests from client service and project teams
- change requests, new opportunities
- scheduling in these activities to the programmers, moving targets, etc
- pretty flat org
- program managers try to work with the programmers, but a lot if this job is planning, resource planning
- Ensure that documentation is being done as they write applications
- Attend design walk-through meetings up front before coding so they can determine best coding
- Ensure programmers are doing what they are suppose to be doing, managing timelines
- Hire/fire responsibility
- Gets calls after hours, if escalations then programmers called but may be involved if bigger emergency, etc
