The Electrical Safety Authority (ESA) is a composite of highly engaged and committed safety minded professionals supported by a strong group of stakeholders. Our mandate is to improve electrical safety for the people of Ontario. We administer and enforce Ontario’s electrical safety regulations through the delivery of a wide range of safety services

General Accountabilities

Reporting to the General Manager, Regulatory Policy & Stakeholder Liaison, the Policy Analyst will:

• Conduct research, analysis and propose alternatives to assist in the development of ESA policy related to the Electricity Act and related regulations.
• Provide policy support for legislation or regulatory changes.
• Analyze, evaluate recommendations, and research alternatives regarding contentious issues related to ESA’s mandate.
• Assist in the interpretation of results, and their implications and comment on research reports and articles related to electrical safety activities and ESA activities around public safety.
• Undertake “environmental scanning” identifying current and anticipated policy, safety or regulatory issues.
• Support the supervisor in their participation in national and provincial safety and regulatory forums.
• Support relationships with government representatives or contacts in other safety or regulatory agencies.
• Prepare material for briefings or assist in arranging briefings for government officials and ESA representatives.
• With senior management, attend and participate in policy-level consultations with government officials.
• Research relevant legislation, regulations, policies, practices and initiatives in other jurisdictions across Canada and abroad to identify and report on best practices or other policy implications of similar or related electrical safety programs.
• Perform other duties as required.



Selection Criteria

• Requires general knowledge of business administration economics, political science, finance, science, public safety and public relations to interpret, record and gather information on issues and assist in providing responses and timely distribution of material to appropriate government bodies and internal interests in order to assist in and make decisions concerning ESA.
• Requires a good knowledge of journalism and journalistic decorum, English and communication skills to effectively deal with government staff, external stakeholders and ESA staff, and to assist with the preparation of material, reports and research/writing for the GM.

This knowledge is considered to be normally acquired in either a four-year university education in an appropriate field (Business Administration, Political Science, or Public Administration) or the equivalent level of education.

• Requires experience working in a policy analyst capacity within government, a regulatory or safety agency to understand the process of policy development, legislation submissions and proposals, and the needs and requirements of decision makers.
• Requires experience in journalism or writing in order to draft clear and concise documentation and coordinate the production of documentation.
• Requires research, analytical and problem solving skills in order to draft policy, including the gathering and evaluation of information plus analyses of the impact.
• Requires some experience to interpret current and anticipated economic, social and safety trends and apply information to the development of policy and other regulatory options.
• Requires policy project management experience.
• Requires an ability to establish and maintain effective working relationships with colleagues, government representatives and external stakeholders.
• Requires some experience facilitating meetings and helping groups of people assess, understand and find solutions to problems.
• Requires experience to organize priorities to meet tight deadlines.
• A period of over 4 years and up to and including 6 years is considered necessary to gain this experience.
