Senior Business Analyst (Toronto)

The Serve4it’s Client in Public Sector is requiring the services of a Senior Business Analyst
Position Title: Senior Business Analyst
Submission closed: Friday Oct 08, 2009 by 4:00pm
Anticipated Duration: 6 months to start with + 2 possible 6 months extensions
Rates: 63 to 83 dollars an hour
Qualifications
1. Demonstrated experience with business modelling methodologies in large complex projects, including use case driven development, workflow analysis, and traceability
2. University degree including computer science, information management or business related disciplines or an appropriate equivalent combination of education and/or experience in these areas
3. Demonstrated experience with business modelling and requirements management tools
4. Demonstrated experience with business process reengineering and business transition planning
5. Demonstrated experience with test case preparation and testing tools
6. Excellent analytical, problem solving, facilitation, interpersonal and communication skills at all levels to resolve conflicting business priorities
7. Ability to work with competing demands, prioritize and meet deadlines
8. Ability to work effectively as a team member and work collaboratively with others in a multidisciplinary team
9. Familiarity with current and emerging information management concepts, design, architecture and technologies including SOA, component based design, object oriented techniques, relational database management technology, e-services, wireless connectivity, complex system integration, multi-tiered, multi-platform, network centric computing environments
10. Experience in Business Analyst roles for IT projects involving some of the following tools, development languages and/or methodologies: ITIL, Zachman Framework, SOA, SOAP, CORBA, Rational ReqPro, Rational Rose, UML, Erwin, Mercury Testing Suite, Oracle/PL-SQL, MS Access, Websphere, J2EE/Java/JFC/JSP/JMS, HTML, PKI/SSL/SSH/SHA, XML, .NET, Powerbuilder, Crystal Reports, PKBOX
11. Familiar with utility billing activities and services
Experience with implementing utility billing systems
Strategic Planning
1. Developing and completing a series of meetings with the appropriate stakeholders to document their current and future business & IT needs. From these meetings multiple artifacts will be produced and required:
a. Meeting Agendas & Meeting Minutes
b. Business process review diagrams (eg flowcharts, swimlane charts, conceptual and logical IT infrastructure diagrams, and a BPR summary report.)
c. A gap analysis report (or sub section to the BPR report). This report could include the feasibility assessment of proposed technical directions to address the gaps between their current and desired states. This assessment would include multiple options, along with a recommendation (and justifications) for one of these options.
2. Documentation should also be provided that addresses a proposed structure for ongoing technical support for any existing, enhanced or new technology solutions.
3. Communication & presentation materials may also be required to be produced.
4. The development of proposal documentation such as RFI’s, RFP’s, RFQ’s, SOW’s could be required.
