Position Title: Java Application Developer
Submission closed: Aug 28th.. 12noon
Estimated Start Date: Oct 05, 2009
Anticipated Duration: 8 months with possible extension to another 10 months
Rates: 53 to 73 dollars an hour
Description of Assignment/Scope of Work:
Working for Technical Services Division, reporting to the Project Tracking Portal (PTP) Project Manager, the Java Application Developer will work with the project’s technical leads and team members. The Java Application Developer will develop new application features in its IBM Java WebSphere / Oracle Database / Crystal Reports enterprise environment. The Java Application Developer will be working as part of a team to provide application development services for a municipal capital works project tracking and reporting system.
Assignment Duties:
1. Prepares software application design documents;
2. Performs at a senior level all aspects of complex application development and support work including advanced analysis and design, programming, modeling, testing, documentation and implementation;
3. Develops and communicates standards and techniques to support the application system environment
4. Assists with the development of project plans, determining requirements, researching, evaluating and recommending solutions that support the application system environment;
5. Provides work direction for team members with respect to specific tasks, monitor progress and results.
6. Works closely with development team to deliver mission critical application solutions.
7. Leads junior information technology resources.
8. Tests, implements and supports application.
9. Creates and applies application hot fixes; facilitates ad-hoc requests; assists with version-controlling objects; diagnoses application performance problems and tune processes.
10. Performs other duties as required
Qualifications:
It is important that the Services be undertaken by a Java Application Developer who can demonstrate specific knowledge of and experience in performing similar work for projects of the comparable nature, size and scope as detailed below.
Relevant Experience:
• University degree in computer science or related discipline, and considerable years of 'progressively more responsible' experience working on large-scale information technology projects or the equivalent combination of education and/or experience;
• Demonstrated experience in designing technical system architectures for J2EE Web applications
• Demonstrated experience in the development of on-line Oracle databases, Crystal Report and IBM WebSphere Web applications;
• Demonstrated experience in and knowledge of current and emerging Web-based concepts/technologies including Web services, middle-ware, document management, component based design, business/data modelling methodologies, information management, business intelligence and decision support for a multiple-tiered, multiple-platform, network centric computing environment;
• Knowledge and understanding of municipal capital works including the business needs of end-users (i.e., project/contract management & time tracking reporting systems).
• Demonstrated usage of SDLC methodology, standards and documentation;
• Demonstrated experience preparing and presenting technical materials, including standards, procedures, and technical specifications to all levels of management and staff;
• Must possess outstanding written and verbal communication skills in English.
• Demonstrated experience in system integration testing;
• Performed this role on multiple (3-4) large projects with a track record of success;
• Proven experience as a senior programmer/analyst lead.
Technical Capabilities:
• 4+ years experience designing, developing and implementing Java Web-based enterprise systems;
• 4+ years experience in OOA, OOD, UML and Rational Rose;
• 4+ years experience programming using Java, J2EE and JDBC;
• 4+ years experience developing applications using relational database technologies, such as, Oracle;
• 3+ years experience utilizing Middle-ware technology and Web services;
• 3+ years experience in enterprise Web development using IBM WebSphere and the struts development framework;
• 1+ year experience in IBM WebSphere application server administration and program source control using Rational ClearCase.
Deliverables:
1. Software application design documents.
2. Detailed program specifications.
3. Application framework.
4. Application program code.
5. Test data, to test the system in an enterprise environment and to test the performance of the system with high volume data.
