AVL Software Development Manager (Toronto)

The Serve4it’s Client TTC - Toronto Transit Commission - GTA #2009-27 is requiring the services of an AVL Software Development Manager
Position Title: AVL Software Development Manager
Estimated Start Date: September, 2009
Anticipated Duration: 104 Weeks
Rates: 80 to 90 dollars an hour
Project Description:
The T.T.C. owns and operates a safety critical bus and steetcar emergency response and tracking system called CIS (Communication Information System). This AVL system is made up of computerized voice and data radio based units on each of the streetcars and buses in conjunction with a UHF 400 Mhz, X.25 packet based radio system, with cellular as backup and a central data processing centre and distributed supervisory centres that respond to operator/vehicle emergencies and manage bus and streetcar routes and schedules.
The system is approximately 20 years old and in order to obtain continued value from the system the T.T.C. has initiated a CIS 'State of Good Repair' (SOGR) project designed to address various system issues in conjunction with replacement of major subcomponents and assemblies.
Examples of major intiatives within the scope of the CIS State of Good Repair project are:
- Review system migration plans for system upgrade/replacement scenarios
- Create a new CIS AVL software solution
- Integrate a new CIS mobile voice and data radio unit into the new CIS backend system
- Define a new system/network architecture and creating a system migration plan that ensures business continuity resulting in a move to the new system platform/architecture that integrates all system components
- Upgrade the CIS network components to improve reliability, throughput and decrease maintenance requirements
- Upgrade the CIS 400 Mhz radio system and cellular backup to current standards and install equipment that optimizes use of existing radio bandwidth
Description of Duties/Scope of Work
This is a high level position reporting to the Project Manager responsible for AVL software and hardware design, integration, testing, prototyping, pilot implementation and full production implementation fleet wide.
Work with the existing AVL team led by the CIS Project Engineer in continuing the existing program while initiating the start of the AVL system software replacement initiative that integrates with the AVL radio system upgrade/replacement initiative.
Assume functional responsibility for specific initiatives and instruct, direct and or check the work of others.
Work with hardware/software vendors as part of the team to deliver the new AVL system software in a project lead capacity.
The AVL Software Development Manager is responsible for planning and managing the activities required to install the new systems including: developing the integration, reporting, and system installation strategies, developing the system integration mechanisms, managing the data migration activities, developing the reporting mechanisms, developing technical documentation, system support manuals, procedures, etc, managing the set-up and maintenance of the various physical environments (development, test, pre-production, production). The AVL Software Development Manager will participate in the execution of the test cycles, implementation planning and code reviews. The AVL Software Development Manager will be responsible for the handover to support, oversee development and other technical activities of project team. The AVL Software Development Manager will also be responsible for Steering Committee presentations, minutes and other project related administrative documentation such as schedules, budgets and obtaining sign-offs.
The AVL Software Development Manager will also provide the expertise necessary to define, maintain, enhance or replace information systems and technology. He/She also provides technical assistance and direction to junior staff. Knowledge of, and adherence to procedures which uphold quality within Operations are required. The AVL Software Development Manager will act as a Liason between the project group and the Project Manager.
Works with Project Manager and CIS Project Engineer on planning scheduling and assigning of software development projects, milestones and deadlines:
- Develop standards and procedures for the development team
- Provides architectural and technical guidance to development team
- Ensures sound design, process and quality practices are followed
- Evaluates new or enhanced technologies making appropriate recommendations
- Make high-level technical presentations to management
- Research, write or lead technical proposals that require high level of specific technical expertise
- Develop cost estimates, staff requirements, work plans, time schedules, and create work assignments to
meet release objectives. Accurately estimate all phases of software development
The AVL Software Development Manager is responsible for managing this large scale complex software development initiative through all phases of development to ensure that functionality and performance objectives are met on schedule and within approved budgets. The incumbent conducts feasibility studies; prepares detailed project plans and budgets; assists in selecting members of the Project Team; and oversees all aspects of systems design and implementation.
The AVL Software Development Manager ensures the successful development and implementation of major or large scale and complex information systems projects.
This involves: Leading and participating in the development system software design models to determine objectives, scope, risks, benefits and costs of proposed system;
- Developing detailed project plans covering all phases of the TTC IT Services Project Management Life. Cycle including request, initiation, analysis, design, development, implementation into production, user training and warranty;
Deliverables:
- CIS system operation (hardware/software) deficiency document(s)
- RFP to hire a vendor for CIS system software development
- Vendor offering analysis documentation
- Detailed System Requirements Document
- System Functional Specifications and requirements traceability
- Detailed design(s) for CIS AVL system software
- CIS Life Cycle Replacement Study
- Return on investment analysis documentation
- CIS system integration study and design documents
- System design documentation such as data flow diagrams, flow charts and pseudo code
- Code review reports
- Project change requests
- Other related documentation as assigned
